Background: Since January 2004 Jobcentre Plus has been working with Business In The Community (BITC) to develop an employment routeway for customers who have previously been homeless. Plymouth and Exeter routeways are already operating and Torbay is scheduled to come on line in November.

Background: New Deal in Exeter and East Devon has been under Private Sector Led (PSL) delivery since its launch in 1998. Action for Employment (A4e) deliver New Deal 18-24 and 25+ under a single contract. Jobcentre Plus act as a referral mechanism to New Deal provision with A4e taking sole responsibility for its delivery. PSL delivery tests innovative delivery helping shape the future of New Deal provision.

Background: Operating in Plymouth, New Deal for Communities (NDC), is the Government’s pathfinder programme for the National Strategy for Neighbourhood Renewal, investing money over the next 10 years in 39 deprived neighbourhoods in England. With the objective of bridging the gap between the most deprived neighbourhoods and the rest of the country, NDC will tackle inequalities such as improving education, reducing crime, improving health and increasing the number of people in work.

Audience: Jobseekers in Plymouth
Background: Operating in Plymouth since April 2000, Employment Zones (EZ) are designed to help long term unemployed people aged 25 or over find sustainable employment. Plymouth is one of 12 areas identified with consistently high levels of unemployment. EZ in Plymouth is delivered by Working Links and tests new methods of helping the long term unemployed find work. EZ has been extended to people in the 18-24yr age group who have completed New Deal and fall due to participate a second time. They will now go straight into EZ.

Subject: Building Operative Training in Plymouth

Background: Jobcentre Plus has been working with the Learning and Skills Council (LSC) and the Construction Industry Training Board (CITB) to develop Building Operative training to enable our disadvantaged customers enter training to enable them to compete for the many new construction jobs available at the P&O development for Plymouth City Centre and other development areas across the city. The 13 week course will lead to an NVQ Level 1 in Construction and Civil Engineering Services and successful customers will also achieve a CSCS certificate.

Subject: Employment Pathfinder Pilot

Subject: ESF project to assist customers living within the 6 most deprived wards in Barnstaple, Ilfracombe, Westward Ho! and Appledore
Audience: North Devon College, Jobcentre Plus, Poverty Action Groups, CAB, Connexions, Volunteer Groups, Mental Health Services, and other agencies.
Background: Following a successful European Social Fund (ESF) bid by North Devon College, the ‘Working Together’ project started in summer 2004 and involves a host of support organisations, working together to provide advice and guidance on homelessness and housing issues; debt counselling; substance abuse counselling; personal mentor support; IT courses, basic skills and taster courses; work experience and volunteering opportunities; work advice and guidance. The project is administered by North Devon College.

Subject: ESF sponsored Initiative to help people with mental health or stress related problems – called ‘OPTIONS’
Audience: The mental health community, GP’s, support organisations, Jobcentre Plus Disability Employment Advisers and Routeway advisers
Background: A new Partnership has been set up between ‘Opportunities’, ‘North Devon Pathfinder Trust’, and ‘Jigsaw’, to offer a free service to people with long term enduring mental health issues and who have been unwaged or unemployed for six months. Beneficiaries will be assisted back into work through personal support, guidance, training, education, voluntary work, and work experience. The scheme is scheduled to be launched in December 04.

Subject: “Fit for Work” Initiative
Audience: Jobseekers in Torbay suffering from slight to moderate depression or a stress related condition that is considered their main barrier in returning to work.
Background: There have been numerous newspaper articles about the growing level of absenteeism from work and increased claims to benefit as a result of stress and depression. A 12 week pilot programme started on 13.9.04 for the Torquay, Paignton and Brixham area run by Westcountry Training and Consultancy Services. The programme includes mixture of jobsearch support alongside assessment and support through qualified gym instructors.
